How We Test & Rate VPNs

Every score on BestPCVPN.com is the result of structured, repeatable testing protocols. We don't rely on vendor claims or press kits — we measure real performance on real hardware.

Our Testing Methodology

1 Speed Testing

We measure download and upload speeds using a 1 Gbps baseline connection from multiple server locations. Each VPN is tested at least 20 times across different times of day. We use WireGuard where available and note the protocol in our results. Speed retention (vs. baseline) is the primary metric.

2 Security & Leak Audits

Every VPN is subjected to DNS and WebRTC leak testing using tools including DNS Leak Test. We inspect encryption cipher suites, verify kill switch behavior by cutting the connection mid-session, and check whether the VPN correctly handles IPv6 traffic. Any VPN that leaks fails our minimum threshold.

3 Privacy Policy Review

We read the full privacy policy and terms of service of every VPN. We look for logging clauses, data retention periods, jurisdiction considerations, and any history of law enforcement cooperation. VPNs with independent no-logs audits receive higher privacy scores.

4 Streaming & Bypass Testing

We test each VPN against Netflix (US, UK, JP, AU), BBC iPlayer, Disney+, Hulu, and Amazon Prime Video from a restricted location. A VPN must successfully unlock at least three of these services to receive a passing streaming score.

5 Platform Testing

Every VPN is installed and tested on Windows 11 (our primary test environment) and where possible on Windows 10. We evaluate the UI, feature accessibility, split tunneling implementation, and auto-connect behavior.

6 Pricing & Value

We compare monthly and annual pricing against the feature set provided. A high-priced VPN with limited features scores lower on value than an affordable VPN that delivers everything a PC user needs for VPN protection.

About BestPCVPN

BestPCVPN.com is an independent publication focused exclusively on VPN services for Windows PC users. We are not affiliated with, sponsored by, or under any editorial influence of the VPN providers we review. We may earn affiliate commissions when readers subscribe through our links — these do not affect our scores or conclusions.

Our team uses each VPN for extended periods — not just brief install-and-test sessions — to catch issues that only emerge in real-world usage: reconnection behavior after sleep/wake cycles, auto-connect reliability, and VPN client memory usage over time.

When our scores change between updates, we explain why in the review itself. We update rankings when a VPN ships major changes, has a security incident, or when new competitors enter the market.
